Default PCM problems or faulty ground wire?

Hey guys,
I have a question more for professional help, if i may, with my 98 Z28. Has anyone had to use a OBD reader just to start their car and won't run without it?

Thanks in advance! Have a nice night!

I have no idea how an OBD scanner would help you start the car.

Only thing I could think of it is could be using the scanner to ground. It could have a grounding issue.

Whenever Ive had a bad ECU, it was simply bad... would not communicate.

Are there any grounds i should be looking for in particular? The only ones i couldn't really seem check would be the ones on the head on the driver side. What would be the easiest way to check those without dropping the tans? I've already taken the intake off but still can't reach anything.
