i want your opinion ok so my car failed emissions now the car has everything in the sig along with the gay *** hypertech stuff, all EGR and AIR is functional and the Cat is brand new, the headers have about 300 miles on them when emissions were done, the car did fine except in the HC area, what do you guys think is making the car fail?

You have an ORY and a single cat? Where is it installed in the I pipe? Are you failing a sniffer test or a visual? If your failing a visual you may have an issue with your current setup as just moving the cats location is illegal even if you have all the emissions stuff. Most places in PA don't really care or even know where the stock cat location is but maybe in CO they are more strict?
My guess is your cat is too far back if it is in the I pipe. Get a catted Y and you'll probably pass the sniffer.
