Power Steering will only turn left? wtf?

Power Steering will only turn left? wtf? Helping a friend with his car... The power steering doesn't work at all first of all. The second thing I noticed is that you can man handle it to turn left. It just won't turn right. It's like a stuck porportioning valve or something... Anybody else had a problem like this?
