drive side head light and slow window problem

drive side head light and slow window problem my drive side head light goes up and down but when i turn it of it keeps trying to go down making a grinding noise so i pulled the fuse and it stops even after fuse is put back until i open the head light and shut it again then i have to pull fuse to stop it any 1 had this problem or know how to fix it
2nd question my window is going very slow i saw that power booster kit but some 1 said that if you just bypass a breaker or something that it will fix the problem any know how to do this
