Your asking why it "idles" at 1300 when your rolling and when you come to a stop it goes to 1000?

It's normal for the RPM's to drop a little when your foot is on the brake at a red light if that's what your asking. Everything you've described sounds normal.

old post i know, just felt like contributing something. i was talking to my tuner about a month ago when he was adjusting my tables for this. he said gm programs the ecu to keep your idle rpms at certain points depending on how fast you are going to make it easier for the driver to shift the car (i guess if you're a really slow shifter). so instead of having to rev from around 1k, now you only have to shift from 1.3k or there abouts.
