Default Slight turn of the steering wheel causes clunk?

I noticed when my car was off that if I turned the steering wheel a bit it would cause a light clunking sound coming from the front suspension. My buddy says it's either the tie rods (already replaced outer tie rods, could be inner?) or the steering rack. What causes that clunk? We checked it out underneath and couldn't figure it out. I've had an alignment as well. My car wanders from side to side very slowly when driving. It just slowly veers. Even after the alignment. What can I do?
