How type should the belt be when not using the stock tensioner?

How type should the belt be when not using the stock tensioner?
I am using the Speedinc relocation bracket for the alternator so it deletes the stock tensioner.
Therefore you have to pull it tight and bolt it down. When I start up, i hear a screaching sound coming from the alternator, then after 20seconds it stops, and the volts shoot to 13.
The alternator is brand new, and this is the 3rd one i have tried, so im leaning towards the fact that I may not be tightening the belt enough.
Any help would be great.
btw Im using the CS-130 alternator which some sites say is prone to bearing failing if it has excessive belt tension.
