Default Cats vs mufflers

I'm in the process of switching from a homemade Mufflex system to a hooker catback but I'm keeping the 4" I pipe and running a 4" cutout but in the event that doesn't quieten down the 408 enough I'm thinking about adding some dynomax bullets or some cats to the Y pipe I'm just afraid the cats will choke it slightly. What do you guys think. Will either one really quieten it down or make a flow difference?

Definitely quiet it down a bit and probably will lose a few hp...but nothing big

Cats will quite it down a ton. You'll most likely lose 10/10.

You could also go with a Dynomax 17227 muffler in(about $110) place of the Hooker Aero-chamber. Several F-body cars I've seen an heard that have them seem to only be slightly louder than stock sound levels at idle and part throttle. Another option is a pair of Dynomax 24215 bullet mufflers (about $44 ea.) in each tailpipe.

Btw, none of these option should restrict flow.

I had the hooker with the stock bottom end and it was pretty quiet. I may do the bullets in the tail pipes and in the Y. Basically replace where a cat would be with the bullets and run them at the tail pipes to. I never thought about putting them in the tails and the way the exhaust is set up now I can just unclamp it in 3 spots and be open headers and no exhaust on the car. I could get some extension pipes to slide on the headers and band clamp it for when I'm gonna trailer it to the track.
