LT B1 Maxed Out ?

LT B1 Maxed Out ? Changed O2 Sensors, changed fuel pump, changed plugs & wires. On HP Tuners Scanner it shows LT B1 as being maxed out with the ignition on but car not running. When start the car it will barely idle all the other items seem normal and working, but LT B1 stays maxed out in red at 25 and does not move.
Anyone have any ideas on what would cause this, I’m running out of things to change. It was running fine one day, then bad the next so changed all of the above items hoping it would cure it but it has not.
