Mezeire belt question

To give a less vague answer, all the idler pulley does is take up slack in the belt. They're mainly used in serpentine type systems where the belt is quite long and, thus, needs a secondary tension mechanism.
You could probably find a belt small enough to just run around the alternator and crank pulleys, but without an adjustable tensioner it's gonna be a bitch to get it on and off....
