Bump stop mod help

Bump stop mod help I did the bump stop mod today on my car. I measured the voltage on the tps (blue wire) before starting it was like 2.9 to 3.02. So I took my tb off and started filing. Put it all back togather (even did the set screw but ended up taking it out) and the best I got was 3.4 and the blade looks like it's going a lil past 90 deg. Is my tps f'd or am I just doing it wrong???
