Default Anyone running true duals in an emission state?

I'd like to do true duals, but don't want to fork over the $500 for new high flow ones. Has anyone else built this setup?

I run the tsp true dual system with no cats or anything in an emissions state. I love my setup but have been in trouble a few times b/c it is so loud. Thinking about doing a custom over the axle setup with hollowed cats so it will at least look legal.

Here is CA, after the cats you can do anything you want. You can even run without muffler, emissions wise ... but check with city ordinances for sound limits (typically about 96dB). So you can run true dual after the stock cats legally, or after high flows if you have LTs and do a tailpipe test. If not concerned with a test, then the EPA doesn't care.
