Yes, it's just condensation from the exhaust.

Hrm, I have true duals and i had my car up on some ramps, and i turned it on (The front end of the car was up). And i noticed either water from condensation or excess fuel coming out of my exhaust.. I'm not sure which, but it shook me up a bit a while back, since then i've forgotten about it. Could it be excess fuel? Or more than likely condensation?

Probably just condensation. Mine drips out quit a bit from the tips. Lots of cars do it. Next time you are at a traffic light look for like a lincoln or grand marquis...those things are like faucets.
