99converting to 01-02

This might have been posted before but couldn't find an answer. I live in Cali and wanted to get rid of the damn egr. Is there a way to upgrade my system to run like an 01-02 and still keep it smog legal and get rid of the egr?

It will not technically pass because it is still a 98 and the book says a 98 has EGR so it will still fail a visual inspection. At least that is how it works here in NC

well my smog guy doesn't care about visual. the main thing he cares if it passes the sniffer or not. my question is how do i upgrade my system to run like an 01-02 or a vette(without egr)
