Default Need Serious Help w/ Cam Install

I'm starting to toy with the idea of putting a cam in my car. After doing all the bolt ons i can reasonably do I just want more. My car is mostly for street use but OCCASIONAL track/stoplight racing. Which cam AND what is everything I will need for the install (i.e. timing belt etc.)

that's one of the installs that really isn't that expensive by itself, but all the "while you're in there" stuff adds up quick.

Cam + lifters are a minimum in my world. Lifters belong with the cam they were originally installed with(roller or flat tappet). Only problem is that to do lifters you have to pull the heads, or at least properly. I've seen it done without.

How would you do the lifters without pulling the heads?
And I thought changing lifters with the cam wasn't needed for these engines...

its impossible to change the lifters without removing the heads unless you shrink down to the size of a lifter and crawl inside the engine to do it

Ok now I have one more question: I was always told that when you replace a camshaft you ALWAYS replace the lifters. Since these are roller cams instead of flat-tappet cams how necessary is it to replace the lifters?

A lot of people do it and have no problem, to me I see it as one of those "why i'm there" safety items. Supposedly the LS7 lifters are the OEM replacement lifters for the LS1 lifters and I would do it for just piece of mind.
