Question Rocker Arm help

Can someone tell me if I am overreacting and this is normal or do I have a problem. After installing my rocker arms and torquing the bolts down, I see that a few of the rocker arms still wiggle a little. I turned the engine over with a socket ande re-checked the torque and still a few move. Sometimes the same ones, sometimes others will wiggle and the wigglers will be tight. Is this OK???
