Default Engine Rpm

Hey guys I have a buddy of mine that just bought a used heads cam ws6, it has 104k miles on it and seems to be in good running condition. My question is that the rev limiter is set at 7100 rpm and he has been running the car at 6900 rpm, are these rod bolts in a 1999 ls1 strong enough to withstand these rpms? Another question is the car dynoed 435 rwhp and its only trapping 112 mph it ran a 13.4 @ 112 with a 2.0 sixty foot in my opinion that sounded weak, my exhaust and tune car ran 13.6@106.1 with a 2.3 sixty foot. Just wanted to get some input as to maybe we may a tune issue.

I am not an expert, but I would definitely change the rod bolts, are you sure the previous owner didn't change them? I would of think that if he planed on spinning 7100 he would have change them. as far as the times, it does seem low, I don't know what could be causing this. Can you post more info like type of head and cam specs and other mods, this will help people diagnose the problem better, also was it tuned??
