Default LQ9 build questions

This is the only section I feel that can really help me with this question.
I currently have a 96 Z28 A4 LT1 full BMR suspension, 12 bolt rearend w/4.10, stock trans with 3200 stall.
My plans is to build a LQ9/LS2 with forged rotating assembly for when my little LT1 dies.
So my question is how I go about the build. For cost reasons should I start with a LQ9 block and build it from the block up and then add all external parts? Or should I just buy a full LS2 swap out of a junk yard and then just add forged intervals, cam, and do head work?
So which is more cost efficient to buy a complete swap and add the performance parts I need? Or start from the block and build it inside out.

My goal is a 600-700hp N2O strip only car.
