Default Fuel in catch can?

I noticed when i took the top off my catch can it just had what looked like clean fuel in it, no oil at all. Any ideas? PVC setup done by previous owner not exactly sure if its correct..

Man that's crazy! How can ANY fuel get there? MUST be a joke someone is playing on you?

How about a photo showing the plumbing scheme?
