Heads/Cam worth it with puny exhaust?

Heads/Cam worth it with puny exhaust?
I'm attempting to squeeze a 1998 LS1 into my '99 Miata and I'm in the process of tearing it down for a rebuild.
Is it worth the extra $$ to invest in a set of aftermarket heads/intake/cam knowing that, for now, shorty headers or block huggers and maybe a 3in exhaust will be the only thing available to run. Will that restriction negate the impact of the more expensive combo?
Option two is cam only on an otherwise stock LS1.
Remember, it's going into a 2600 lb car so I don't need tooo much!

If the exhaust is that choked be sure to keep the overlap to a minimum for the job needed and add a little bit of split to the exhaust duration.
We do TBSS's all the time that have no problem making big power thru a single 3 inch exhaust. I would be worried about the headers more than anything.

Thanks for the input, makes the job of putting together a balanced build somewhat easier. I was considering a "typhoon" intake and 90mm TB to free up some breathing.
As far as milling the heads, we have 92 octane here in Hawaii. How much to mill and what type of head gasket would keep me safe at that octane?
