It's an oil restriction, it's supposed to be there. If it's not, you will have issues.

The barbell separates two oil passages that need to be drilled at the same time after the block is cast.

Later blocks have a barbell version with the O-ring a little deeper.

GM part number 12573460.

Could this be the cause of a bad oil leak? Never heard of one leaking, but you never know.
