I think pre-load is specific to the lifter your using. You would have to get that information from the lifter manufacturer, for the specified pre-load of the lifters your using. As far as push rod length, too long, and your valvetrain geometry will be off possibly causing broken rockers, improper preload on your lifters, stuck open valves when the lifters are pumped and other issues. Would be best to search the forums on proper pushrod length measuring.

too long and you'll bottom out the lifter plunger and possibly hold a valve open when its not supposed to be..
find the preload range for the lifter you have and buy a push rod length checker and measure for yourself and you'll be good to go, these are hydraulic lifters and need to be set up right so they do the job they were designed to do..!
