Rod bolts - what year were they upgraded?

Rod bolts - what year were they upgraded? Here's a question I've never been able to get answered to my satisfaction. With what model year did the factory rod bolts get upgraded? I've heard people say it was '01 and I've heard '00 - the Handzel book says its '99. Anybody know for sure or was there more than one change?
