Default Rear cover problem

I ordered a new GM rear cover & seal for my 98 TA.
Got the seal in the cover & on the crank . Set on the oil pan to help line it up....was tighten down the rear cover bolts when the bolts bottom out . I have about 5mm arround the entire cover of space . WTF ... I be pulling it apart tostart over .. Did the rear cover change from 98 to cause this?
Does anyone know the part # for 98 if it has changed ?

Possible you swapped bolts around? Alot of those bolts "look" alot alike.

taked to a guy a GM dealership. he said the cover did change. He said there are shorter bolts to go with the up dated covers
