Anyone know of any timing chains available kind of like small block chevys/fords etc that you can get one in 10 thousandths shorter to tension after the block has been main bore/honed?

Or are there any chain tensioners available..

Whenever you line hone a block to make saddles strait with good bearing crush you have to shave the caps a few thousands" and then hone. This will make your timing chain looser than before especially if they over did it. This is why he needs a shorter timing kit to compensate.

You may be better off finding a good, used, cheap, block.
