Default C.I. effect on head flow and cam #'s

I know this may seem like an oddball ? but here it goes. What effect does c.i. have on a camshaft's behavior? If I am thinking correctly, the more c.i. the less effect that an aggresive cam would have in reference to driveablity. In essence the larger motor would calm the cam down???? The second question is about flow on heads, is there some kind of ROUGH formula between flow and h.p SUPPORTED, all other things being equal. I hope that I have explained my questions well enough.
