Default Stupid question, please explain

I don't know maybe this is a stupid question but how do you get proper valvetrain settings when building a new motor without having the lifters pumped up. I mean like using a PR checker or claying the pisons for PTV clearing?

if the lifters are used and still in the motor and have been ran recently, there pumped up. just use a soft spring/checker spring in it's place, or use a solid lifter.
