Long blocks *generally* include everything you need except for the accessories you have to swap over. That's not always true though...especially on high performance motors.
Some time the price variance stems from different components used...might want to see if they're two different setups...

Short = block, pistons, rods, crank, all assembled.
Long= Short + heads, gaskets, oil pan, oil pump, lifters, pushrods. Pretty much all the motor parts assembled. You woulkd then need the belt diven parts installed and a wiring harness, manifold, and vaccum lines.
prices are so different because you get a lot more with the long block.
