what is the difference between these two sets?

well, further research shows that the 7638-16 is a "Magnum" pushrod and the 7955-16 is a "Hi-Tech" pushrod
It appears that the Hi-Tech series has tapered ends and the Magnum series do not...
the 7955-16 are listed as genIII, which I knew...but the Magnum has no LSx listings...
