Default Really dumb question but what are the holes on the crank pulley for?

I saw these and was wondering if they need to be in any specific place when installing it back on? I cant imagine they would as the crank is not keyed. Is this just how they balance them form the factory or something?

if it is an understrive pulley the holes should be threaded, and are used when pulling the pulley off the car...

No, they are all at the top of the crank pulley. They look like they would be timing marks but view from the front. Being this is a distributorless engine it doesnt seem to make sense. It's on both stock crank pulleys i have. Didnt know if i was supposed to line them to TDC or what.

Umm are they all the way around? If there only in a few spots they might be from fac balancing.
