Default what is the lockup speed on a stock tuned tq converter?

i have been getting surge on deceloration lately in my car, like the tranny downshifting, i feel the revs jump up a little.. it makes accurate braking kind of hard. i notice at around 50mph my rpm's drop about 200-300rpm in 4th gear.. so i am guessing that the converter is locking up and becoming more efficient or something.. anyways, i am thinking maybe i changed the lockup speed. because i kind of remember reading someplace that the stock lockup speed was 70mph.

anyways, anyone that can help, please give me some ideas.
