Default Fan constantly running

The vehicle is a 2005 SSR. These things are known to run in the 210 degree range and now this thing has the fan on constantly, even when it's ice cold. The only way the fan will go off is by pulling the fuse. The first fan is supposed to kick on at 215 and the second kicks at 226. Does anyone have any idea what could be triggering the fan to be on all the time other than a faulty sensor?
Any thoughts are appreciated.

Bad relay. It's stuck closed and needs to be replaced.
