Default LSA engine balancer question?

The LSA engine has a stock balancer and the service book says it is balanced to the engine, so when you replace that front crank balancer you are to use the weights in the same place on a new balancer. That tells me that balancer is balanced to the engine and not the balancer. How are the ATI damper used if it is balanced? Looks to me like the balancer and damper should be balanced the same before installing the ATI damper???
The new OEM balancer comes with weights to install in the same please as the the removed balancer.

As far as I know the LS engine is internally balanced. I know I just bought an ATI for my 418LS. You have to line up marks on the hub with the balancer so I assume any other balance issues should be addressed that way.
