Default Removing clearcoat from a wheel

Does anyone know how I can remove the clearcoat from the machined lip on my wheels without damaging the finish of the aluminum? It's peeling in some spots and I want to remove all of it so I can put some new clearcoat down on the lip.

not for sure but maybe someone else could chime in for me, but maybe very fine steel wool
