fuses hot all the time? help!!!!!!!

Angry fuses hot all the time? help!!!!!!!

hey guys i have a problem and i need your help.
my battery has been draining slowly when the car is in the garage for a week or so and i cant figure it out.
the whole stereo is aftermarket and i went over all the wireing and that checks out ok and i dident have this problem untill about spring time and i have had the car close to 3 years.
my question is what fuses on the interior panel are suposed to allways be hot? i checked them with no key in the switch.
i went over them with a digital meter and the top row of fuses where hot like the radio acc,turn signals and so on and i dont know if thats the way its suposed to be. help me out guys?

Sounds like you have a wire that comes off of the Battery grounding out on something..
