Default best way to tighten fuel pump retaining ring?

I just installed my walbro intank pump and I did the ol access panel. Its all done but I cant seem to get the retaining ring all the way on. Its about half way on and I want to make sure its all the way tight.

With the access panel its hard to get to each tab and make hammer them little by little and the space is limited. Isnt there some kind of tool that you can use thats made for that? how have you guys done it? just keep hammering?

Thanks

I had to use a small sledge and a blunt chisel to get mine to turn all the way.
