Default Oil pressure up top

Fighting a collapsing lifter issue on a rebuild (6.0L truck). Trying different things to find the problem.

With the valve covers OFF and the motor running, how much oil should come up through the pushrods? I have zero. Oil pressure (in dash reading) says 50-60# at idle. Those two things don't add up to me. We were going to test oil pressure with a mechanical gauge tonight, but I dont have the right fitting.

How much oil should I see coming up?
What would be some things to check if I have none?
