Default bubbling paint on silver zr1's help

I have a set of 4 17x9 zr1 wheels from a ss camaro with bubbling paint ONLY around the center cap areas. I figure bead blasting and powder coating would be the best way to refinish them, but don't want to drop a bunch of money to do that. Has anyone repainted bubbled rims and how much should it cost? Can you get away with just sanding instead of media blasting prior to painting? TIA

Go with powdercoating, it can be done rather affordable and will last much longer than any other method. You will not be unhappy.
