Best, cheapest mail order tune?

I am looking to get my egr, air and rear cats tuned out before the I get headers this summer. The car is a mostly stock 2000 A4 Z28, the only mods are a catback and a lid. Who do you guys recommend?

Can't you just use a programmer for that? I'm not sure even how a mail order works but I've heard good things about them in general though.
