The 99+ is definately a better choice. However, I have not had any issues using a 98 PCM to control my H/C LS6.
98 PCM uses the back-up VE table for AutoVE. The back-up table columns are scaled every 10 KPa MAP. So, you have to fill in the 5 KPa columns on the Main VE table by estimating the value between columns. PE fueling has not been an issue.
