HPP3 questions Given my mods should I attempt to us the power programmer on the HPP3 or just the other stuff? I need some help please

From my personal experience everytime I loaded the engine program in the car it slowed down.The HPP3 is okay for fan settings or raising the rev limit or recalibrating the speedo, but nothing else.
