when is a fuel regulator needed?

Default when is a fuel regulator needed?

Okay I am going to be running a STS kit with twin walbro's 60# motrons hotwire kit at about 8-10 psi. I was just wondering when is a fuel regulator needed, is it by rwhp, fwhp, or what? basically when and why would I need to upgrade?

I rec. adding new lines, rails and reg up front at about 700RWHP.
