Turn Signal Problem?

Default Turn Signal Problem?

My buddy just bought a 2000 ws6 yesterday and the signals worked fine. Now today they worked and just recently went out. They do not ding or blink in either direction and I checked the fuse next to the door and they were all good. But also I took the console apart to see what shifter the car has and took out the ashtray bulb that was burnt and still need to get a new one. Could that effect it? Last I took that cover off by the lever on the steering column and can't get it back on and am afraid to break it. Any help or thoughts greatly appreciated thanks so much.

If all four light up but they do not blink it's the flasher.

Also with the brakes on when you turn on the signal that side break like does off and the other stays on?
