get a scotchbrite and just scuff it up, then wash it off, spray your primer, block it, then your paint.

Do you have to worry about the paint fish-eyeing since the engine bay could possibley have so many different types of oils on the paint?

mist with water then wipe (clean) WITH WAX AND GREASE REMOVER.the mist of water help the wax and grease clean(remove motor oil)much better.then skuff/sand entire area to be painted .paint WILL NOT stick to un-sanded parts.after all sanding is done then blow off eng bay real good and clean with the wax and grease again(no water).one more blow off then tack it off and apply sealer.after sealer is cured tack again and apply color.

Not sure if you did this yet, but use Paint prep at least once, maybe three times and wipe very thoughly!

I recently painted mine engine bay and it looks good, but if the oil is not all removed YOU WILL HAVE FISH EYES
