Engine Lugging in 4th Gear at Low RPM

Default Engine Lugging in 4th Gear at Low RPM

Situation: 98 Auto Trans Am. As soon as car transitions into 4L I get engine lugging. Lugging only occurs at low RPM (about 1500), thus around 41-48 MPH. What makes this odd is that it seems to only occur during or within a day of extremely wet conditions (i.e. heavy rain).

For those knowledgeable, let me know if any of the following are probable causes: bad transmission (chose your words carefully), faulty app sensor, or bad torque convertor. I'm leaning towards app sensor but after careful inspection I don't see anyway that heavy moisture would cause the fault. Torque Converter is a close second but I'd rather not shell out dough just yet for a new one so any thoughts are very much appreciated.

If it doesn't do it AT ALL when its dry out....it could be the wires for the 02 sensors. They're usually the culprit for a bad/rough running engine when its wet out. Could also be a ripped spark plug wire, same thing, the wet mist can make it arc, causing a misfire.

I found a broken gasket that is causing oil to dip on to the o2 sensor wire inputs, is this enough to cause an o2 malfunction?
