Throttle follower tables?

Throttle follower tables? What are the function of these tables. I've read that changing the fields can help with idle and surge, but unsure what changes to make. I've seen guys putting all fields from 12 mph down to 1, while some say change it to 2. What would the change be from taking the values up or down? Here is the figures from stock table.
