Default stock timming gear set question.

i read somewhere that the factory timing set is made to where when you install it dot to dot its actually 4 degrees retarded. that the gm did this for emissions or something. and that's why aftermarket cam usually have 4 degrees advance ground into them. is there any truth to this?

Who knows or cares. Degree it and findout?
