AC top/main vents wont blow air

AC top/main vents wont blow air i did a motor swap in my car and now it wont blow air out of my main vents. the bottom vents work just fine. i have the ***** in the right position and it still wont work. are the vent controls operated by vacuum from the motor? anyone have any ideas? thanks

The A/C and vent controls are vacuum operated. there is a bundle of colored vacuum lines behind the dash.
With 0 vacuum I think the vents default to the floor vents.
