Gen 5 Camaro External Bolt-On Tech - Fog lights/DRL issue or normal?

Friend has a 2010 SS2/RS Camaro and her fog lights/DRLs will not run with the head lights on. I know there is no switch to turn them on or off, but is it normal for them to remain off even if the low beams are on? Thanks.
