Default TQ coverter lockup issues on 93 v6 firebird

It seems that my converter isnt locking up when im driving under 40mph. seems to accelerate fine other than being slow as ****, but in order to keep a constant speed i need to run it atleast 1500rpms or more. when i hit a little over 40mph it feels like it completely locks up as if i were in manual trans car trying to accelerate in too high of a gear. once it is locked it is easy to keep a constant speed and i can still accelerate fine but the rpms dont fluctuate like when its unlocked. Any idea what could be causing this? car is old and has 130k on it. could this just be the converter going out?
